When you need to apostille a Louisiana marriage certificate, you will need to make sure to have a certified copy of the vital record beforehand. If you need to order one, your best bet is to go through the Louisiana Department of Health. Here's what their website says about obtaining one:

All requests for an Orleans Parish marriage certificate must include proper identification, appropriate fees, and a completed application.
There are currently three ways to obtain a certified copy of an Orleans Parish Marriage Certificate:
IN PERSON
You may complete an application for a certified copy of an Orleans Parish Marriage Certificate, bring your photo identification and correct fees to the Vital Records Central Office. Walk-in services only accept cash, check, or money order as forms of payment (no credit or debit cards).
Walk-in Service Hours: 8:00 A.M. to 3:30 P.M. (excluding state holidays)

Another Parish
The Louisiana Vital Records Registry maintains marriage records ONLY for marriage licenses that were purchased in Orleans Parish. If you need a certified copy of a marriage record from another parish, you must contact the Clerk of Court in that parish. If you need a certified copy of a marriage record from another state, you must contact that state's vital records office.
