Moving to Panama: The U.S. Document and Apostille Guide for the Friendly Nations and Pensionado Visas


A Panama residency file is rarely one document. It is a birth certificate from one state, a marriage certificate from another, an FBI report that only Washington can handle, and often corporate records from a third state where an LLC was formed years ago. Four documents, three authorities, three separate timelines, all of which have to land in Panama City together and in the right condition.


That is the actual difficulty with Panama. Not any single requirement, but the coordination. Apostille errors are among the most common reasons these applications get delayed, and they are almost never exotic mistakes. They are documents sent to an office that could never have processed them.


Here is what needs authenticating, which U.S. authority handles each piece, and how these files come apart.


The Two Main Routes, and What Changed


The Friendly Nations Visa is no longer what it was before 2021. The old version, where opening a Panamanian bank account and showing a loose economic tie was enough, is gone. Today an applicant qualifies through one of three specific routes: purchasing Panamanian real estate with a registered value of at least $200,000, placing at least $200,000 in a three year fixed term deposit at a Panamanian bank, or holding employment with a Panamanian company with a registered labor contract and work permit.


Approval grants provisional residency for two years, with permanent residency available after that. If you read an older guide suggesting you can qualify by simply forming a company, that guidance predates the current rules.


The Pensionado Visa remains one of the most generous retirement programs anywhere. It requires proof of a guaranteed lifetime pension, commonly cited at $1,000 per month with an additional amount per dependent, or a reduced figure paired with a qualifying property purchase.


One structural point that matters for planning: applications are filed through a Panamanian attorney. You cannot submit directly. That means your U.S. documents need to reach your attorney in usable condition, and their timeline becomes part of yours.


The Documents That Require an Apostille


FBI Background Check


Every residency category requires a criminal record certificate, and Panama wants a national one. For Americans that means the FBI Identity History Summary. A state police check does not satisfy the requirement.


The routing point that costs the most time: the FBI report is a federal document, authenticated at the federal level by the U.S. Department of State. No state office can authenticate it. This is half of a pair that Americans reverse constantly, and reversing it is the most expensive mistake in the whole process.


Dependents over 18 generally need their own criminal record certificates as well.


Birth Certificates and Marriage Certificates


Birth certificates are required for dependents, and marriage certificates whenever a spouse is included. Panama expects an authenticated marriage certificate for spousal applications, and common law arrangements do not substitute for one.


These are state documents. They are authenticated by the Secretary of State of the issuing state, and only that state. A federal office cannot authenticate a birth certificate any more than a state office can authenticate an FBI report.


The document must be a certified copy bearing the registrar's signature and seal. Photocopies, hospital certificates, and laminated records cannot be authenticated at all.


Corporate and Business Documents


Panama is an international banking and corporate services hub, and paperwork gets scrutinized accordingly. Applicants who hold assets through a U.S. entity, or who are structuring investments from the United States, commonly need company records authenticated: the certificate of formation or incorporation, a current certificate of good standing, state certified articles, and resolutions authorizing a specific transaction or signatory.


Each of these is authenticated by the state that issued it. A Wyoming LLC managed by someone living in Florida means the Wyoming authority, not Florida. Good standing certificates go stale quickly in the eyes of foreign counterparties, so order them close to when you actually need them.


Powers of Attorney


Frequently used where a Panamanian attorney or representative acts on your behalf. These are notarized documents, and the authentication is issued by the state where the notarization occurred. Get the required wording from your Panamanian attorney before signing, since a document that fails on content still fails after it has been authenticated.


What Probably Does Not Need an Apostille


Bank statements, pay stubs, tax returns, and investment account statements are private records rather than public documents. Panamanian banks and Migración generally want originals or institution certified copies. Some bank certifications issued abroad do require authentication depending on how they are used, so this is a question for your attorney rather than a blanket rule.


Social Security letters deserve a specific warning. A Social Security benefit verification letter is a federal document. The widespread advice to have it apostilled by your state is wrong, and following it produces the same dead end as sending an FBI report to a state capital. Pension letters from private administrators are institutional documents and follow different rules again.


Before paying to authenticate any income document for a Pensionado file, confirm with your Panamanian attorney what form they actually need it in.


The Multi-Agency Problem


This is where Panama files genuinely differ from a single visa application.


A typical Friendly Nations applicant might be running an FBI report through the federal authority in Washington, a birth certificate through New York, a marriage certificate through Illinois, and LLC documents through Delaware, all at once, while also selling a house and booking flights. Each track has its own requirements, its own processing reality, and its own way of failing.


Two things go wrong reliably. First, people run the tracks sequentially, finishing one before starting the next, which turns a few weeks into a few months. Second, the tracks finish at wildly different times, and by the time the slowest one lands the earliest one has aged in a way the receiving side does not like.


The fix is boring and it works: identify every document in the file at the start, confirm which authority handles each one, and start them together.


Translation Comes After Authentication


Panama requires Spanish translation by a certified Panamanian translator, and the apostille certificate is part of what gets translated. Translate first and you will pay for the work twice.


This is the most common avoidable expense in the entire process and it is purely a sequencing problem.


Where Panama Files Get Rejected


  • FBI reports sent to a state office, which cannot authenticate federal documents

  • Vital records sent to Washington, which cannot authenticate state documents

  • State police checks submitted in place of the FBI report

  • Uncertified copies of birth or marriage certificates

  • Laminated or altered vital records

  • Stale good standing certificates on corporate documents

  • Defective notarial certificates, including a missing commission expiration, an unsigned certificate, or an illegible seal

  • Name inconsistencies across passport, vital records, and corporate filings

  • Translations completed before authentication
