Hungary's White Card: Does It Actually Require an FBI Check? Sources Genuinely Disagree

This is worth addressing head-on rather than assuming an answer, because current guidance on Hungary's White Card, the digital nomad residence permit, genuinely contradicts itself on the single most important question for this page. Most guides describe a criminal record certificate as a standard requirement, apostilled and translated like everywhere else. At least one detailed, dedicated White Card guide states flatly the opposite: no documents need to be apostilled or notarized, and no criminal record certificate is required at all for this specific program.

Given that level of genuine disagreement, the responsible thing to do is tell you both sides and point you to confirm directly, not pick the answer that sells more apostille services.

Confirm This Directly With NDGAP Before Ordering Anything

Before spending money and weeks on an FBI Identity History Summary and its federal apostille, confirm with the National Directorate-General for Aliens Policing, or through the Enter Hungary platform, whether your specific White Card application actually requires a criminal record certificate. Requirements for this program have been described inconsistently enough across current sources, several explicitly flag their own information as unconfirmed and tell readers to verify directly, that this is one of the clearer cases in immigration content where the honest answer is "it depends on who you ask, so ask the actual agency."

If your application does require one, the rule is the same as everywhere else on this site: the FBI Identity History Summary is a federal document, authenticated at the federal level by the U.S. Department of State, not any state Secretary of State, and Hungarian authorities commonly expect this document to be no more than six months old at submission.

What the White Card Reliably Does Require

Regardless of the criminal record question, the financial and insurance requirements are consistently described across sources. You need net monthly income of roughly €3,000 from outside Hungary, demonstrated over the preceding six months, plus at least €10,000 held in a bank account. Private health insurance needs to specifically cover Hungary with a minimum of €30,000 in coverage, and generic travel insurance policies are commonly rejected for not meeting this standard, so confirm your policy's language names Hungary and the required coverage level explicitly.

The permit runs one year, renewable once for a maximum of roughly two years total, and it does not lead toward permanent residency or citizenship. It's built exclusively for remote work for non-Hungarian employers or clients; working for a Hungarian company voids it.

The 30-Day Biometrics Deadline Is Firm

Once you enter Hungary on the White Card process, you generally have 30 days to appear in person at the National Directorate-General for Aliens Policing to submit biometrics, fingerprints, a photo, and a signature specimen. Multiple sources describe this deadline as firm, not something to treat casually alongside settling into a new country.

Other Hungarian Categories Are More Consistent About Requiring It

This is worth knowing if your situation is broader than the White Card specifically. Standard work permits, family reunification, and citizenship applications, covered in more depth in our dedicated guide to Hungarian citizenship by descent, are described far more consistently across sources as requiring an authenticated criminal record check and standard vital records. The genuine uncertainty here appears concentrated specifically on the newer digital nomad program, not on Hungarian immigration processes generally.

Vital Records and Translation, Where They Apply

Where birth or marriage certificates are needed, for family-based applications or citizenship, they're state documents, authenticated by the Secretary of State of the state that issued them, and only that state.

Foreign documents generally need certified Hungarian translation, and Hungarian immigration processing often specifically expects this through OFFI, Hungary's official translation and attestation office, rather than an independently chosen certified translator. As with every document on this site, complete the apostille before translation begins, since the apostille certificate itself typically needs to be part of what gets translated.

Where Hungarian Applications Go Wrong

  • Ordering an FBI check and apostille for a White Card application that may not require one, without confirming directly with NDGAP first

  • FBI reports sent to a state office, where one genuinely is required, since it cannot authenticate a federal document

  • Submitting basic travel insurance where Hungary expects comprehensive coverage explicitly naming Hungary at the required amount

  • Missing the firm 30-day biometrics deadline after entering Hungary

  • Using a translator not affiliated with OFFI, where Hungarian authorities specifically expect that office's involvement

  • Translating a document before its apostille is attached, requiring the work to be redone
