Cyprus "Golden Visa": Why the Citizenship Version Doesn't Exist Anymore, and What the FBI Check Actually Needs

If any part of your research into a Cyprus "Golden Visa" mentions buying citizenship or a passport through investment, you're reading something outdated. Cyprus abolished its citizenship-by-investment program on November 1, 2020, following a scandal that made international headlines, and it has not been reinstated. Multiple current legal sources are blunt about this, one describes the internet as "full of outdated websites offering an obsolete Cypriot citizenship program," and warns applicants specifically to be wary of marketing that blurs "golden visa," "residency," and "citizenship" together.
What's still active, and what most people actually mean when they search for this today, is Permanent Residency by Investment under Regulation 6.2. It grants lifetime residency in Cyprus for a €300,000 qualifying investment. It does not grant citizenship, does not grant a passport, and doesn't shortcut the naturalization process that follows years later if you eventually want one. Here's what that program actually requires from your U.S. documents.
Residency Now, Citizenship Much Later, If At All
The €300,000 investment route delivers permanent residency, generally decided within two to nine months depending on the source and case complexity, with minimal physical presence required afterward, commonly just a visit at least once every two years to maintain status. Along with the investment, applicants generally need to show secured annual foreign income of at least €50,000, with additional amounts for a spouse and each dependent child.
Citizenship is a separate, much longer path, generally requiring around seven to eight years of legal residence, a continuous twelve-month stay immediately before applying with no more than ninety days of absence, a B1-level Greek language exam, and a civics test on Cypriot culture and government. The minimal presence requirement that maintains your permanent residency status is not the same standard naturalization expects. If citizenship is the actual long-term goal, plan around genuine residence in Cyprus, not the lighter visit-every-two-years threshold that merely keeps your residency status active.
The FBI Check: Federal, and Broader Than Just the US
Every applicant needs a clean criminal record certificate, and Cyprus's Civil Registry and Migration Department wants this not just from your country of citizenship but from any country where you've resided in the past ten years, a broader accounting than several other countries in this series require.
For the U.S. portion, the rule is the same one that governs this document everywhere else on this site. The FBI Identity History Summary is a federal document, authenticated at the federal level by the U.S. Department of State, not any state Secretary of State. Birth certificates, marriage certificates, and divorce decrees, by contrast, are state-level matters, authenticated by the Secretary of State of whichever state issued each one.
The Recency Window
Cypriot immigration authorities commonly expect background checks and vital records to have been issued within the last three to six months. Confirm the current specific expectation with your immigration attorney or the Civil Registry and Migration Department, since this window determines how you should sequence ordering your documents relative to your actual filing date.
Translation: English Documents Often Skip It
Here's a genuine simplification worth knowing. Cyprus generally requires translation only for documents not already issued in Greek or English. Since your U.S. documents are in English, this can mean skipping the translation step entirely for many applicants, a real difference from several other European destinations covered on this site that require translation regardless of the document's original language. This does not exempt the document from needing an apostille, only from needing translation, so confirm with your specific attorney whether your documents genuinely qualify for this exception before assuming it applies universally.
Where Cyprus Applications Go Wrong
Researching or planning around the abolished citizenship-by-investment program, when only the permanent residency route has existed since November 2020
Assuming the light physical-presence requirement for maintaining permanent residency also satisfies naturalization's continuous residence standard, when it does not
Missing a required background check from a country of prior residence, not just your country of citizenship
FBI reports sent to a state office, which cannot authenticate a federal document
Letting vital records or the FBI check exceed the typical three-to-six-month recency window
Assuming English documents still need translation, when Cyprus generally accepts English directly
Confusing marketing that blurs residency and citizenship, when the two are entirely separate legal outcomes under current law
