Athens and Attica: U.S. Document Apostilles for the Greek Golden Visa

If you researched Greece's Golden Visa more than a year or two ago, some of what you learned is now wrong. The program has been restructured twice in quick succession, Law 5100/2024 and then Circular 1/2026, and the flat €250,000 or €500,000 figures still floating around older guides and forum posts no longer apply to a standard Athens purchase. Getting the current threshold right matters before anything else on this page, because it determines the whole shape of the transaction.

The Threshold for Attica Specifically

As of the current 2026 framework, a qualifying property anywhere in Attica, and that means the entire region, central Athens, Piraeus, and the Athens Riviera suburbs of Glyfada, Voula, Vari, Vouliagmeni, and Elliniko included, requires a minimum investment of €800,000. This is not an "Athens proper only" rule; the €800,000 tier applies across the whole of Attica, along with Thessaloniki, Mykonos, Santorini, and any Greek island with more than 3,100 residents. Everywhere else in the country sits at a €400,000 threshold, with a narrow €250,000 route reserved specifically for commercial-to-residential conversions or listed historic building restorations, not standard residential purchases.

The investment has to be concentrated in a single qualifying property of at least 120 square meters, though current rules do allow combining two or more properties to reach the threshold provided each individual property still meets the 120 square meter minimum and all are held in your personal name. That last detail matters more than it might seem.

Buy in Your Own Name, Not Through Your LLC

This is a structuring point worth flagging directly for the audience this page is written for. Several other countries covered on this site are comfortable with a purchase routed through a U.S. corporate entity, and in some of those markets that structure is actually the more sophisticated, tax-advantaged approach. Greece's Golden Visa program generally expects the qualifying property to be held in the applicant's personal name rather than through a foreign company. Greek holding company structures are sometimes used, but they add real complexity and are not the default path. If asset protection or estate planning is part of your thinking, raise it with Greek counsel before the purchase rather than assuming the corporate structures that work well elsewhere in this series will transfer cleanly to a Greek Golden Visa purchase.

The FBI Background Check Is a Genuine Requirement Here

Unlike some of the visa categories covered elsewhere on this site, where a criminal record check turns out to be less universally required than assumed, the Greek Golden Visa does require it. Applicants must show no criminal record in the United States and in any country where they have lived, and this runs through the same federal authentication rule as every other document of this kind covered here: the FBI Identity History Summary is a federal document, authenticated at the federal level by the U.S. Department of State, not by any state office, and no state Secretary of State can process it. Given how document-heavy a Golden Visa file already is, this is not the item to get wrong through a routing mistake.

The Power of Attorney, and How Little of This Requires You in Athens

Almost the entire Golden Visa process, obtaining your Greek tax number, the AFM, conducting title and encumbrance due diligence, executing the purchase deed, and filing the residence permit application itself, can run under a power of attorney, a plireksousio, without your physical presence beyond a single trip for biometric submission.

The power of attorney can be executed at a Greek consulate in the United States, or signed before a U.S. notary and then apostilled, with sworn Greek translation to follow. Confirm with your Greek attorney which route fits your specific situation and timeline, since both are used regularly by American buyers and the choice often comes down to convenience and consulate appointment availability rather than one path being categorically better. As with every notarized document covered on this site, if you go the U.S. notarization route, the apostille is issued by the state where the notarization actually took place, and the notarial certificate underneath your signature, not the substance of the document, is where authentication most often fails.

Use a plireksousio drafted for this specific transaction rather than an overly broad general power of attorney. Greek attorneys handling these files consistently note that a document limited to the intended acts, obtaining the AFM, conducting due diligence, signing the deed, filing the residence application, moves more smoothly than one written in sweeping general language.

What Usually Does Not Need an Apostille

Bank statements and other documentation proving the legal origin of your investment funds, required under Greece's anti-money-laundering rules, are private financial records rather than public documents and are generally submitted as originals or institution-certified copies rather than authenticated. Confirm with your Greek attorney what form this documentation actually needs to take before authenticating something that was never asked for in apostilled form.

Translation and Timing

Once your power of attorney or FBI background check is apostilled, it needs certified translation into Greek before it has legal effect in Greece, and the apostille certificate itself is part of what gets translated. Translating before authentication is complete means paying for the translation twice.

A straightforward Golden Visa file, from first engagement to residence card in hand, commonly runs four to six months. Given how much of that timeline depends on your own U.S. documents being correctly authenticated on the first attempt, this is not a process where document mistakes are cheap in time or money.

Where Athens Golden Visa Files Fail

  • Relying on outdated threshold figures, when the current 2026 framework under Law 5100/2024 and Circular 1/2026 has moved well past the older €250,000 or €500,000 numbers still circulating online

  • Structuring the purchase through a foreign company without confirming this is compatible with Golden Visa eligibility

  • FBI reports sent to a state office, which cannot authenticate federal documents

  • A power of attorney with vague or overly broad authority, rather than one scoped to the specific transaction

  • Defective U.S. notarial certificates, a missing commission expiration or an unsigned certificate

  • Assuming source-of-funds bank documentation needs an apostille, when it is generally handled as an original or certified copy instead

  • Translation completed before the apostille is attached
